Service Description: Part Five of Oregon's Territorial Sea Plan describes the process for making decisions concerning the development of renewable energy facilities (e.g. wind, wave, current, thermal, etc.) in the state territorial sea, and specifies the areas where that development may be sited. Part Five also included the adoption of a Visual Resource Management System (VRMS) for the evaluation of visual impacts from marine renewable energy development. The VRMS consists of two discrete processes, the Planning Phase and the Project Phase. During the planning phase, work is done to collect baseline information and to adopt the standards that will be applied in any review of a project during the second phase, focused on the review of individual projects based upon the applicable standard.
